DEX is pressing the government for BSL legislation, particularly to be incorporated into education legislation, as was done in Scandinavian countries. Following the government's recognition of BSL on 18 March 2003, this was the next step.

The real challenge is for DEX to evolve a combined education strategy and language plan, underpinned by effective legislation, which produces generation after generation of well-educated and secure deaf children whose talents can be released not only to contribute to their own well being but also to the economic life of the country.

It requires a belief in a sign bilingual framework and language planning. It requires a new approach as outlined by DEX that is ordered and robust enough to make deaf students successful academically and socially.

It requires an expectation that deaf children will reach their potential; will not be robbed of their Deaf identity or Deaf culture.

It is worth planning for a future that can be held in trust by each generation for the next and would also thwart the re-emergence of future problems. It requires empowerment of deaf children to achieve linguistically and guarantee academic success.
